Phase 3 of Gov. Greg Abbott's plan to reopen the Texas economy is underway. On Wednesday, Abbott gave the go-ahead for most businesses to increase their operating capacity from 25-percent to 50-percent. The governor's latest executive order includes bars, which are allowed to operate at 50-percent capacity as long as the patrons are seated. Restaurants can increase maximum seating from six to ten people per table, and starting a week from tomorrow, they can operate at 75-percent capacity
